When the City stops: Who manages the City’s Digital Infrastructure?
At this year’s City Upgrade Conference in Šibenik, we took part in discussions on the opportunities and challenges brought by the increasing digitalization of cities, utility services, and public infrastructure.
During the presentation “When the City Stops: Who Manages the City’s Digital Infrastructure?”, our colleague Riko Luša, Head of Cyber Security, addressed the growing dependence of modern cities on interconnected IT, OT, and Smart City systems that support essential public services. He highlighted how digital transformation, while delivering significant benefits, also increases exposure to complex interdependencies, external suppliers, and systems that evolve faster than traditional governance models can adapt.
Particular emphasis was placed on the fact that cybersecurity risks are no longer solely a technology issue. In an environment shaped by new regulatory requirements and rising security demands, cyber risks have a direct impact on service availability, operational stability, and a city’s ability to respond effectively in crisis situations.

As a conference sponsor, we also engaged directly with representatives of cities, utility companies, and partners. Sanja Carević Višnjić, Bojana Gavrilov, and Marko Ćurak, members of the KONČAR Digital sales team, presented our solutions and discussed the challenges and opportunities organizations face in the areas of digitalization and cybersecurity.
